Below, we outline key recommendations aligned with best practices and frameworks like NISPOM, CMMC, and ITAR. These measures span the entire employee lifecycle (from hiring to onboarding, active employment, and eventual offboarding) ensuring that at each stage, insider risk is managed and mitigated. 

        (1) Establish a Formal Counterintelligence Program and Governance: Every organization handling sensitive defense information or valuable intellectual property should implement a formal Counterintelligence (CI) Program. Under NISPOM regulations, cleared contractors are required to do so, including the designation of a Counterintelligence Program Senior Official (CIPSO) at a high level. This official must have the authority and resources to lead CI efforts across the enterprise. The program should be grounded in a clear charter and policies that define counterintelligence threats, outline prevention and detection strategies, and establish protocols for incident response. Cross-functional governance is essential; organizations should form a counterintelligence working group comprising representatives from security, IT/cybersecurity, HR, legal, compliance, and CI. This group should meet regularly to review emerging risk indicators and ensure that disparate information sources are integrated into a unified threat picture. Formalizing the CI program signals executive-level commitment. Likewise, Data Loss Prevention (DLP) solutions on endpoints and networks can flag or block attempts to send confidential files out of the organization (via email, cloud, USB, etc.).
